The gentleman on the left is Mr Leslie Black ,Ops Duty Officer, as I was also at that time (but not on duty here). Am unable to place the other gent but he reminds me of one of the CAA inspectors that used to pop in for a chat now and again.
The photo was taken in the Flight Watch Control Room which at that time was in one of the pre-fabricated buildings behind the hangars.

The CAA Inspector is Jimmy Joy, he was a 1-11 Flight Examiner with CAFU (Civil Aviation Flying Unit) at Stansted
